New LGBTQ+ tag and outlets

I’ve added an LGBTQ+ tag to Get Published and added 13 new outlets to go along with it, while also tagging eight existing outlets. This was an excellent suggestion by freelance writer and critic Mark Young who also provided most of the outlets. If you know of additional outlets that should be added under the LGBTQ+ tag, please let me know.
